I've met some employees in our company that have little trust in the system they use.
They try to feed off your lack of knowledge of your rights. They don't want you to know what your rights are because they think that you're going to misuse them and twist the rules to steel something that's not yours. They can't trust anybody or anything not even the system because they think it is all a fallacy. They know that their superiors don't care about the system, and if they don't get things done the way their superiors want, they will find someone else.
In my opinion, it all boils down to character and faith. There will always be cracks in systems, you can't control that. Oddly enough, systems where made to mend cracks, which in many cases they do, but in many other case they expose other cracks.
Mend people then the crack won't matter.
