Dictators, Imperial nations, corrupt managers all use the system to control the people. They play by the rules, but they make sure that they always make them or tweak them to their advantage. It's an art that requires a great deal of creativity. In the end, the good guy has to either play their game or break the rules of game, which makes him a bad guy. He could always go back and try to change the rules, but they have that covered, too.
The best way to control the future... is to make it. The best way to prevent that is to think far enough ahead to realize what kind of future the bad guys want to create.. you have to be preemptive.
